To find percentage change between 2001 and 2016, Modern Healthcare examined information gathered using 1,675 cost reports from the Robert Graham Center for Policy Studies in Family Medicine and Primary Care.

In order to compare similar fiscal years, reports with fewer or more than 12 months in any fiscal year were omitted.
Reports from 2001, the earliest complete fiscal year available, and 2016, the latest complete fiscal year available, were compared to find facilities with cost reports in each year.

The result was 977 facilites with cost reports in both 2001 and 2016 with fiscal years of 12 months in length.
